Update CONTRIBUTING.md

Since lykos is a separate project, removed note about ##werewolf-ops.
Obviously we will provide a way to disable changes not suitable
for ##werewolf. Also told users to PR to master and claried that newest
stable branch is also OK to report issues.

**Developers:** Please discuss changes that significantly affect gameplay in `##werewolf-ops` before merging them to the `master` branch. They may be merged before a consensus is reached if there's an option to disable them. (Don't add one just for the sake of it if it doesn't make sense to do so.) or the newest `stable` branch (it may have a number suffix, e.g. `stable-42`).
